In the Tarkov universe, the equivalent of titans would be the scavs that swarm the place.
In this scene, a collection of six scavs a placed on a mesh plane with a Scatter on surface modifier, with a Poisson distribution so that they are evenly spread. The light source is a single point source.

The scene is inside a cube with a Volume scatter shader, in order to create a blurry and blinding look. The anisotropy is set to 0.8 so that the light mostly scatters forward. This gave the best compromise between scene clarity and “foggy” ambiance. In compositing, Bloom and Streaks nodes are applied.
